The Schulze method is a modern voting system, developed in 1997 by Markus Schulze. It is used by many tech-related and free software organizations including Wikimedia, Ubuntu and Debian.
Recently, we implemented a simple plugin for DokuWiki providing this voting mechanism for the Electronic Economy Department of the Ministry of Economy of Poland. They want to allow their external non-government partners (NGOs, social partners and entrepreneurs) to prioritize the legislative work carried out by this department.
The Schulze method allows to cast much more sophisticated votes than traditional voting systems: An elector may not only select a single preferred candidate, but rather create a ranking among all available candidates. Candidates may get the same rank as others, or no rank at all. This voting mode reflects the likes and dislikes of voters much better than traditional voting mechanisms.
